This page explains how horse barn and arena projects near Ocala vary by location, and where to confirm the rules that apply to your parcel. We are a referral service, not a builder, and we do not endorse any builder. Builders who respond to requests decide for themselves where they work.

Marion County at a glance

Marion County is in north-central Florida, and Ocala is its county seat. The county includes the cities of Ocala, Belleview, and Dunnellon, the towns of Reddick and McIntosh, and many unincorporated communities including Anthony and Citra. A 2023 equine economic impact study by the American Horse Council Foundation, reported by the Florida Thoroughbred Breeders' and Owners' Association, counted about 75,000 horses and ponies in the county. It is an industry-sponsored study, so treat the number as indicative. The county is often called the Horse Capital of the World.

Who issues permits: county or city

Many parcels around Ocala are in unincorporated Marion County, where Marion County Building Safety handles building permits, and Marion County Growth Services handles zoning. Properties inside a city such as Ocala or Dunnellon may fall under the city's own building and zoning offices, and a mailing address does not tell you which applies. For example, a "Dunnellon" address does not necessarily mean the property is inside Dunnellon's city limits. Check the parcel with the property appraiser or call the county before you assume.

Florida's farm-building exemption (Florida Statute 604.50) may let a qualifying nonresidential farm building skip the Florida Building Code and local code fees, but it depends on the land and use, does not cover floodplain rules, and does not cover a residence. See our builder checklist for the details, and confirm with the county or city.

Ocala

Ocala is the county seat. Properties inside the city limits may be subject to city zoning and building rules, which can differ from rural parcels in the unincorporated county. If you are buying or building inside the city, check the city's rules on keeping horses and on accessory buildings before planning a barn.

Reddick

Reddick is a town in northern Marion County, about 15 miles north of Ocala, according to Wikipedia. We make no claims about the barns or farms there; if your parcel is in or near the town, confirm whether it is inside town limits or in the unincorporated county.

Anthony

Anthony is an unincorporated community in Marion County and part of the Ocala metropolitan area. Wikipedia describes it as considered part of Ocala's horse country, near farms and equestrian facilities and events. Because it is unincorporated, county rules generally apply, but confirm with the county.

Citra

Citra is another unincorporated community in Marion County, in the northern part of the county and part of the Ocala metropolitan area. County rules generally apply; confirm with the county.

Belleview

Belleview is a city in Marion County, about 10 miles southeast of Ocala according to Wikipedia. Inside city limits, the city may handle building and zoning questions. Confirm whether your parcel is in the city or the unincorporated county.

Dunnellon

Dunnellon is a city in southwestern Marion County, about 24 miles from Ocala, where the Rainbow River meets the Withlacoochee River. The city's Community Development department handles permits inside city limits, and the city notes that properties outside city limits are the county's zoning authority. With two rivers nearby, ask early whether your parcel is in a flood zone.

Williston and Morriston (Levy County)

Williston and Morriston are not in Marion County. Both are in Levy County, west of Marion County. Levy County has its own building, zoning, and farm-exemption processes, so the Marion County guidance on this site may not apply. If your property is there, say so in your request. Some builders serve both sides of the county line, and some do not.

Other parts of the county

Marion County is large (about 1,663 square miles in total, per Wikipedia), with many other communities, including McIntosh, Orange Lake, and Summerfield. If your parcel is outside the areas above, submit a request and say where it is.

Before you request quotes

  • Know whether the parcel is in unincorporated Marion County, a city, or another county.
  • Find out the parcel's zoning and whether it has an agricultural classification from the property appraiser. This affects the barn permit question.
  • Check for flood zones, wetlands, and easements before you choose a barn site.
  • Read our cost guide and arena guide so you know what to ask for.

Frequently asked questions

Which areas do you cover?

We focus on Ocala and Marion County, Florida, including nearby communities such as Reddick, Anthony, Citra, Belleview, and Dunnellon. If your property is just outside the county, submit a request and say where it is.

Who issues permits where I live?

It depends on whether the property is in unincorporated Marion County or inside a city. Marion County Building Safety handles unincorporated areas, and cities such as Ocala and Dunnellon have their own offices. A mailing address does not tell you which applies, so ask the county or city.

Is Williston in Marion County?

No. Williston and Morriston are in Levy County, not Marion County. Levy County has its own permitting and zoning, so rules and forms differ from Marion County's.

Does the same barn cost the same everywhere around Ocala?

Not necessarily. Access, utilities, soil, and drainage vary by parcel more than by town. The planning ranges in our cost guide are not specific to any one community.
